Florida voters aren't heading out to the polls the way they used to.

Turnout for Tuesday's primary was very disappointing, sitting at just over 17%.

Some believe the negative campaigning in the Governor's race discourages people...but Florida Secretary of State Ken Detzner says he doesn't think that's the case.

"People vote out of a sense of responsibility and commitment to democracy," says Detzner, "So they get their information somehow, someway and one could argue it motivates people to get out and vote too."

Miami-Dade saw about a 14% voter turnout, with Broward seeing just 10%.

Statewide, 850,000 Floridians voted by absentee ballot -- Another 300,000 cast their ballots during the early voting.
